The International Organisation for Migration has been "managing" migration since the 2nd World War on behalf of its member states. On its website there is no referal to the right of movement of people, who are seen as goods to be managed by the state, and able to flow back and forth suiting the necessities of the market.
The IOM have been very eager to campaign against human trafficking, which is a powerful source of women's migration. Defining human traffic as
all ilegal migration of people, they help goverments control migration.
In Ethiopia we visited the IOM offices who have established a special unit dedicated to the issue, they have been a key player in establishing a system to register all women going abroad, fighting illegal brokers and legalizing the trade through "legal agencies".
